# Steps:

01 - Preheat oven to 425°F. Line a large baking sheet with parchment paper or a silicone baking mat.
02 - In a large bowl, whisk together flour, cornstarch, garlic powder, smoked paprika, salt, and black pepper. Gradually add cold water, whisking until a smooth, thick batter forms.
03 - Place panko breadcrumbs in a shallow dish for coating.
